Government of the SUSR
The Government of the SUSR is the main body of the executive branch of government in the SUSR. Its power is divided among several state organs:
1. The legislative branch; the Council of Democrats and its standing committee. 2. The Chairpersonship; the Chairperson and Vice Chairperson. 3. The executive branch; the Council of Presidents, whose seats are determined by the Presidents of the Republics and its "Premier" is voted on by the Council of Democrats. 4. The military branch; the People's Liberation Army and corresponding wings of the military 5. The supervisory branch; the Council of State Security, whose head is the "Secretary-General of State Security". 6. The judiciary branch; the Supreme People's Court. The legal power of the Democratic Party is guaranteed by the SUSR constitution and its position as the supreme political authority in the SUSR is recognized through the Council of Democrats. The primary organs of state power are the Council of Democrats (CoD), the Chairperson, the Vice Chairperson, and the Council of Presidents (CoP). Members of the Council of Presidents include the Premier and the corresponding Presidents of the Republics. The Premier is selected by the Council of Democrats after the Council of Presidents selects four candidates. Under the Constitution of the SUSR, the CoD is the highest organ of state power in the Union. It meets annually for about two weeks to review and approve major new policy directions, laws, the budget, and major personnel changes. Most national legislation in the SUSR is adopted by the Standing Committee of the Council of Democrats. Most initiatives are presented to the CoDSC for consideration by the State Council after previous endorsement by the Democratic Party's Politburo Standing Committee. Although the CoD generally approves State Council policy and personnel recommendations, the CoD and its standing committee has increasingly asserted its role as the national legislature and has been able to force revisions in some laws. |
